A stronger deactivation request from another domain has overridden a VARY INACT command and placed nodename in deactivate-pending status. A VARY INACT,TYPE=FORCE command or VARY INACT,TYPE=IMMED command entered from another domain will override a VARY INACT command entered in the current domain.
