BER_BAD_PRIMITIVE

Explanation

The value in the BER buffer for an explicit tag is encoded as a primitive type. It is not possible to have an explicit tag that is primitive because it must contain the other tag and a value.

Programmer response

Align the syntaxes in use by the peer systems. Fix the peer system's encoding for explicit tags.
