Reverse Housekeeping

A second type of housekeeping, referred to as reverse housekeeping increases targets if these targets are significantly less than the resources the service class period or address space already owns. The targets are increased by reverse housekeeping so that if there is a sudden increase in the demand for resources the service class period or address space will have some protection until the policy adjustment can reevaluate the situation.
