Explanation

writes a dump.

System action
The system discards all pending messages and outstanding
WTORs. Any WTO, WTOR, and DOM macros may not be processed. All time
sharing option extended (TSO) application programs in real storage
abnormally end if they have unanswered WTORs. Some system storage
might be unusable. If DUMP TAKEN appears in the message text,
the system writes an SVC dump.

Operator response
If an IPL is required, quiesce the system
before doing the IPL.
