user to read an EXECUTE-only data set.  The attempt to read the data

System programmer response
In the case of a single data set,
change the RACF® access from
EXECUTE to READ if it is determined that the program should have READ
access to the data set. In the case of a data set concatenation, remove
all EXECUTE-only protected data sets if it is determined that they
are unnecessary since the entire concatenation is considered EXECUTE-only
if any of its data sets are so protected.

Programmer response
