An operator START command was issued to start the Programmed Cryptographic Facility but the facility has already been started, the START command procedure is currently running, or the key generator utility program is running.
The START command is ignored.
If a START command was issued when the Programmed Cryptographic Facility is already active or the START command procedure is already running, an operator STOP command must be issued before another START command can be accepted. If the key generator utility program is currently running, reissue the START command when the utility program ends.
