Explanation

Check(IBMSLIP,SLIP_PER) found an exception condition. A SLIP PER trap has been continuously active for longer than the defined duration. If this trap was the target of an ACTION=TARGETID trap, then the time interval actually began with the enablement of the first trap in the TARGETID chain, not with the currently active trap. An unnecessary PER trap could cause degraded performance.
