Explanation
The External Time Reference (ETR) requires service.
ETR is the MVS™ generic name for
the IBM® Sysplex Timer (9037) or equivalent.
In the message text:

- Operation Failed. MODEM not responding. (No data was returned
from MODEM.)
- 003
- Time out waiting for a phone line connection. The MODEM responded
with one of the following:
- No dial tone was detected.
- Call was answered but no carrier was detected.
- No answer.
- 004
- Phone line data transfer failed. (A data or protocol error was
detected.)

- CLO Links cross-cabled.

The reason code indicates that service is
required. Check the system console associated with this processor.
If the system has contacted the IBM Support
Center, no further action is required.
Otherwise, contact 9037
hardware support. Note that the same event might occur on more than
one of the processors in a sysplex.
