Explanation
 The message compiler was invoked to build a run-time
message file from an install message file. The language code parameter
passed to the message compiler is incorrect. A valid language code
consists of 3 uppercase alphabetic characters.

System action
 The message compiler ends processing and does
not produce a run-time message file.
