Explanation
 The STORAGE OBTAIN macro failed while OAM Storage
Management Component (OSMC) was attempting to obtain storage for the
control block. This message is preceded by message CBR7004I which
contains the return code from the STORAGE OBTAIN macro.

System action
 OSMC initialization stops.
