Unregister processing for RM rmname is not allowed when the RM state is either Reset or Unset.

Explanation

A Resource Manager in the Reset or Unset state is already considered unregistered with RRS so it cannot be unregistered again.

In the message text:

rmname
is the name of a Resource Manager.
