Explanation
 While processing a command from a panel or ATRQSRV user, RRS issued the ATRSRV macro to
process a user request, but the ATRSRV macro encountered an error.
 In
the message text:  retcode
is the return code from ATRSRV.
rsncode
is the reason code from ATRSRV.

System action
 The request is rejected.

 None

System programmer response
 None

User response
 Review the return code and reason code from the
ATRSRV macro and fix the error, then issue the command again. You
