 RRS could not establish a type 48 listener exit
to monitor system logger events.
 In the message text:  return-code
is the return code from the ENFREQ macro.

System action
 RRS stops the RRS address space because the ENF
type 48 listener exit is essential to the use of all RRS log streams.
