Explanation
 RRS initialization was unable to register with
the automatic restart manager.
 In the message text:  return-code
is the return code from the IXCARM macro.
reason-code
is the reason code from the IXCARM macro.

System action
 RRS initialization continues, but the automatic
restart manager will not restart RRS if RRS fails.

Operator response
 Notify the system programmer.

the return and reason codes to determine the problem. If you need
automatic restart and you can fix the problem, use the SETRRS CANCEL
command to stop RRS, fix the problem, and then restart RRS. If you
cannot fix the problem, search problem reporting databases for a fix
for the problem. If no fix exists, contact the IBM® Support Center.
