Explanation
 The program name specified by the name was not
listed in the APF sanction list. The program name must be added to
this list to be loaded or executed.
 In the message text: pathname
The program name or the program that caused or would have caused
the program environment to be uncontrolled.

System action
 The request is denied.

System programmer response
 None.

User response
 You should:  Determine the filename of the sanction list file. (Perform a D
OMVS, O and check the AUTHPGMLIST option.)
Update this file by adding the path name to the correct list.
For authorized program NAMEs, use the list starting with :apfprogram_name.
Force this new list to take effect. One way to do this is to use
the console command SETOMVS AUTHPGMLIST=file, where file is
the path name of the sanction list.
