Explanation
 The DFSMShsm command issued can only be issued
by a user with data base authority, the system operator, or a user
defined to the STGADMIN.ARC.BACKUP RACF® profile
for the ABACKUP command. Message ARC1001I precedes this message giving
the command entered with a return code of 4 and a reason-code.
 The
values for reason-code are:  0
The user has not been authorized for the command by the AUTH command.

System action
 The command ends. DFSMShsm processing continues.

Programmer response
 Determine the correct user command, if

USER command to determine the current authorized users.
