A REPORT command was issued with FROMDATE() and TODATE(). The TO date is earlier than the FROM date, or the FROM date is before 2000 and the TO date is after 1999.

Correct whichever date is incorrect and reissue the command. If the FROM date is prior to 1 January 2000 and the TO date is after 1999, you must issue two REPORT commands: one for the data prior to 2000 and one for the data after 1999.
