Explanation
 You issued the DFSMShsm LIST, HLIST, AUDIT, REPORT, RECYCLE,
or EXPIREBV command. The output of the command was to be written to
an output data set or a spool data set. However, the data set could
not be created.

System action
 Except in the following case, the command ends,
and DFSMShsm processing
continues.
 Exception case: You specified the RECYCLE ALL command
with a prefix or a full data set name for the TAPELIST data sets,
and the failure occurred when DFSMShsm tried to open the data set for
level 2 volumes. RECYCLE processing continues to attempt to process
backup volumes.

Programmer response
 Check for the following conditions:  Check to see if the OUTDATASET parameter was specified. If so,
verify whether the data set exists or not.
Check to see if there is an associated system I/O error message.
Check to see if there is enough space available to create the
data set.
Check to see if the data set was preallocated. If so, its characteristics
might be incompatible with those required for the output data set.
