Explanation
When SPZAP requested permission to update the volume
table of contents (VTOC), the operator replied ‘N’.

System action
No modification to the VTOC will be performed.
Processing continues with the next control statement, but any subsequent
VERIFY or REP operations will be ignored.

System programmer response
If you intend to modify the VTOC,
instruct the operator to reply ‘Y’ when SPZAP requests permission
to do so.  (See message AMA117D.)
