Explanation
If the parameters specified by parms1 are
specified, parm2 is a required parameter.

System action
PARMLIB values are not applied. If this occurs
during an XSTART operation, XSTART fails and the session is not started.
 If this occurs during an XSET operation, the new values are not applied.

System programmer response
Correct the parameters and issue the
XSTART command again if needed.
