Explanation
The error occurred during the processing of SVC
21 (STOW).  The DCB did not point to a valid DEB, or the DEB did not
point back to the DCB.

System action
An unsuccessful attempt was made to invoke the
STOW task recovery routine.

System programmer response
  If the error recurs and the program
is not in error, look at the messages in the job log for more information.
Search problem reporting data bases for a fix for the problem. If
no fix exists, contact the IBM® Support
Center. Provide the JCL and the program listing for the job.

Programmer response
Verify that register 1 contained the correct
DCB address prior to issuing SVC 21, and that the DCB has not been
overlaid since it was opened.
