If the existing configuration does not match the one specified
in CONFIGxx, the following message (IEE097I) is sent to the target
console:

- syselm is the system element (CHP,
CPU, DEVICE, ESTOR, STORAGE, SWITCH, VOLUME, PFID, or PAV).
- aaa is the address of the system element.
- bbb is the status specified in CONFIGxx.
- ccc is the existing status.
