Without a backup database

z/OS Security Server RACF System Programmer's Guide

If your installation does not have a backup database specified in the data set name table (ICHRDSNT), and you need to deactivate the primary database, you must use the RVARY INACTIVE command. If your database has a single data set, this command puts RACF® into failsoft processing. If you have multiple data sets and only some are active, you are likely to experience abends.
