Explanation
 The Federal Information Processing Standard 140
(FIPS 140) function is enabled for the IKE daemon.  All cryptographic
 operations are performed by cryptographic modules that are designed
to follow the Level 1 security requirements of Federal Information
Processing Standard (FIPS)  publication 140-2.
