svc_run: call select with timeout = time
Explanation
The timeout value points to the time to wait for the select()
system call to complete. When the timeout parameter is not
a NULL pointer, it specifies a maximum interval to wait for the selection
to complete.  The select call then returns either when a new client
request arrives, or when the time value ends, whichever occurs
first.
