Error error opening SOCKS configuration
file socks_configuration_file -  use of  SOCKS
has been disabled
Explanation
 The FTP client encountered an error while attempting
to open the SOCKS  configuration file. 
 error is
the C run-time library error message returned for the failing fopen()
 call. For more information, see z/OS Language Environment Runtime Messages.
 socks_configuration_file is
the name of the file that failed to open.

System action
 The FTP client continues.  It will not be configured
to use a SOCKS server.

Operator response
 Specify the correct socks_configuration_file or
contact the system programmer.

System programmer response
 Specify the correct socks_configuration_file or
correct the error indicated by error.
