Explanation
 The LOCSITE subcommand was issued with the parameter,
but the user was not currently logged on to the server with a valid
user ID. The user must first log in with a valid user ID and password
before issuing the LOCSITE subcommand with the parameter parameter.

System action
 FTP continues.

Operator response
 Log in to the server using the USER and PASS
subcommands, then reissue the LOCSITE subcommand with the parameter parameter.
