Explanation
 This is the response to a Policy Agent MODIFY
procname,QUERY command. 
 loglevel is the
value specified with the LogLevel configuration statement or with
the MODIFY LOGLEVEL,LEVEL command.
 debuglevel is
the debug level specified with the -d startup option, or with the
MODIFY DEBUG,LEVEL command.
 tracelevel is
the trace level specified with the -t startup option, or with the
MODIFY TRACE,LEVEL command.
