While Tivoli® Storage Manager was trying to establish a communications session, an attempt to acquire a system message queue failed. This usually means that the system-imposed limit on message queues has been reached.
The communications session is not initialized due to lack of system resources.
Increase the maximum number of message queues on the system and try the operation again. This is normally accomplished by increasing the value in the kernel's msgmni file.
