The user is not authorized to encrypt the file. Normally, only a IBM® Tivoli® Storage Manager authorized user or a root user can use IBM Tivoli Storage Manager encryption. However, a certain combination of PASSWORDACCESS and ENCRYPTKEY options may allow encryption operations by a non-authorized user.

Log in as a root or IBM Tivoli Storage Manager authorized user and try the operation again. See IBM Tivoli Storage Manager Backup-Archive Client Installation and User's Guide for the correct usage of the ENCRYPTKEY option.
