DSNB813I `csect-name` ALTER NOTIFICATION FAILED

Explanation
 An ALTER GROUPBUFFERPOOL command failed to propagate
the request for castout threshold or checkpoint interval change to
other DB2s in the data sharing group.  This error is triggered by
an error encountered by the IRLM notification process.  As a result,
different DB2s in the group might have different values for the castout
threshold or checkpoint interval.  The RATIO change does not use the
notification process and is, therefore, not affected by such a failure.

System action
 Processing continues.

System programmer response
 Reissue the -ALTER GROUPBUFFERPOOL
command with the same parameters.  If the problem persists, it indicates
a deeper problem, such as inadequate space for the locking structures.
