Explanation
 The second last OLDS that was used by the IMS when it failed was in a stopped
state.

System action
 The job ends with a return code of 16.

User response
 Check the status of the OLDS and recover it with
the Log Recovery utility if necessary. Then rerun the job with AUTO=N.
