This document is organized by product. Within each product new features and enhancements for that product are listed.

Enhancements That Affect Multiple Products

This release includes a number of important changes that affect multiple IBM Cúram products. These changes are outlined below:

IBM Cúram Social Program Management V6.0.4 introduces additional language translations. In addition to German which was delivered in V6.0.3, the following language translations are now included (as applicable) in V6.0.4 offerings:

CI-3931 - Application Type and Status are now optional on Application Search

Previously, when searching for an application using the 'Search for an Application...' link; if the values 'Application Type' and 'Application Status' were omitted from the search then an incorrect application status was displayed.

This has now been fixed. The correct status is returned when the "Application Type" and "Application Status" are omitted from the search.

CEF-9079 - Enhancements required in support of appointment scheduling

Previously it was not possible to specify the type of schedule for a location. When creating a schedule, a type must now be provided and is used to define the type of work that can be scheduled using the schedule, e.g. an appeals hearing or a client self scheduled appointment.

An API has been provided that can be used to search for available slots for schedules of a particular type. The API accepts the following input parameters and returns a list of all available slots that meet the search criteria:

  • Location of the schedules to be used
  • Type of schedules to be used
  • Start Date from which available slots should be returned
  • Number of available slots to return
  • Number of days over which to return results

An API has also been provided that can be used to return all schedules of a particular type for a particular location.

Changes have been made to the data model while implementing the ability to specify a type of schedule. The existing entity, DailySchedule, now has a new attribute for the type of work that will be scheduled using the daily schedule, for example, an appeals hearing.

Cúram Express Rules

CEF-7400 - Reduce storage of CER rule objects

CER and its use by the Eligibility and Entitlement Engine has been refactored to reduce the amount of storage space required to store CER rule objects.

Previously, the Eligibility and Entitlement Engine made use of rule object propagators to store CER rule object copies of the following data:

  • Rates
  • Entities (such as personal details)
  • Active Evidence

Now, Rates continue to be stored as CER rule objects but Entities and Active Evidence rule objects are no longer stored. Instead, rule object converters are invoked when CER calculations require access to rule objects for Entities and Active Evidence. The converters read their data from the underlying Cúram business tables without requiring any stored rule objects. Similarly, the Active or In Edit Evidence required by the Advisor is now provided by a rule object converter and storage of these rule objects is no longer required. These refactorings enable a significant reduction in the database storage space required when using CER.

Additionally, dependencies on input values are now stored outside of CER, enabling those dependencies to be stored at more appropriate granularities. This refactoring to the storage of data dependencies also enables a significant reduction in required database storage space.

All customers must perform the migration steps outlined below for this change.

Some customers may need to refactor their CER rule sets. Cúram provides a tool (IdentifyUnsupportedSearchesInRuleSets) available from Cúram Support to determine whether there are issues in your CER rule sets that must be addressed at or prior to take-on.

To upgrade you must do the following:

  • for all issues found by IdentifyUnsupportedSearchesInRuleSets, refactor your CER rule sets (and possibly your JUnit tests for those rule sets) so that:
    • searches on rule objects populated from Evidence use the matching attribute "caseID" only; and
    • searches on rule objects populated from Entities match on attributes which are present on the underlying entity only (i.e., no searches on attributes which are calculated by CER).
  • remove all production data from CER and Advisor database tables:

The following new database tables have been added in this release:

  • Dependency - a record that a dependent (identified by its type and ID) depends on a precedent (identified by its type and ID)
    • dependencyID (PK)
    • dependentType - the type of the dependent (an entry from the DependentType code table)
    • dependentID - identifier of the dependent (within its dependentType)
    • precedentType - the type of the precedent (an entry from the PrecedentType code table)
    • precedentID - identifier of the precedent (within its precedentType)
  • PrecedentChangeSet - a set of changes to precedent data
    • precedentChangeSetID (PK)
    • status - the status of this Precedent Change Set (an entry from the PrecedentChangeSetStatus code table)
    • createdDateTime - the date and time that this Precedent Change Set was created
    • submittedDateTime - the date and time that this Precedent Change Set was submitted for processing, if any
    • completedDateTime - the date and time that this Precedent Change Set completed processing, if any
    • versionNo - standard optimistic lock
  • PrecedentChangeItem - an item in a Precedent Change Set, i.e., details of a precedent which has changed (identified by its type and ID)
    • precedentChangeItemID (PK)
    • precedentChangeSetID (FK to PrecedentChangeSet.precedentChangeSetID) - the identifier of the Precedent Change Set to which this Precedent Change Item belongs
    • precedentType - the type of the precedent (an entry from the PrecedentType code table)
    • precedentID - identifier of the precedent (within its precedentType)
    • changedByUserName (FK to Users.userName) - the identifier of the user whose transaction caused the precedent to change
    • changedDateTime - the date and time that the precedent changed
  • PrecedentChangeSetBatchCtrl - controls the currently-open and submitted precedent changes sets for batch processing. Contains exactly 2 control rows - one for the currently-open Precedent Change Set to record new Precedent Change Items for processing in batch, and one for the currently-submitted Precedent Change Set being processed in batch (if any).
    • status (PK) - the status of the Precedent Change Set (an entry from the PrecedentChangeSetStatus code table)
    • precedentChangeSetID (FK to PrecedentChangeSet.precedentChangeSetID) - the identifier of the current Precedent Change Set for batch processing bearing the required status, if any
    • versionNo - standard optimistic lock

ENT-5009 - Support for additional roll-up criteria on payments

A new feature has been added to the Financial Manager to allow for the configurable definition of payment groups. Payment groups are used to dictate the products which may be rolled together into payments. All existing payment roll-up criteria still automatically apply to all payments and the payment group is a new additional but optional criteria, if not defined then all products may be rolled together.

The following changes were made to the data model while implementing the PaymentGroup roll-up functionality:

New entity:

  • PaymentGroup
    • paymentGroupID: PAYMENT_GROUP_ID - Unique ID for the PaymentGroup entity
    • nameID: LOCALIZABLE_TEXT_ID - Payment group name ID. This is ID of the LocalizableText entity record
    • recordStatus: RECORD_STATUS_CODE - Record status code. Can be ACTIVE or CANCELED
    • versionNo:VERSION_NO (this attribute is added implicitly as optimistic locking is enabled for this entity)
  • Index on (recordStatus)

New entity:

  • PaymentGroupProductLink
    • paymentGroupProductLinkID: PAYMENT_GROUP_PRODUCT_LINK_ID - Unique ID for PaymentGroupProductLink entity
    • paymentGroupID: PAYMENT_GROUP_ID - ID of the linked Payment Group
    • productID: PRODUCT_ID - ID of the linked Product
  • Foreign key to PaymentGroup (paymentGroupID)
  • Foreign key to Product (productID)
  • Index on (paymentGroupID)
  • Index on (productID)

Changes to existing entity:

  • InstructionLineItem
    • New attribute paymentGroupID: PAYMENT_GROUP_ID - The ID of the payment group to which this instruction line item is related. Payment group ID will be assigned to the ILI if the product in relation to which this ILI is created is related to the payment group. Not all products will have related payment groups. This attribute is optional. Code and SQL must not assume that this attribute will contain a value.
  • Foreign Key to PaymentGroup (paymentGroupID)

ENT-1590 - Provide the ability to refund money to clients

Previously there was no way to issue a payment for the remainder of a lump sum payment received from a client using standard processing, regardless of whether the entire amount received was allocated towards a liability or only part of the entire amount received was allocated towards a liability. New functionality has been introduced whereby any unallocated payments received from a client can be refunded to the client again. Please refer to the Cúram Financials business guide for a more detailed explanation of this new functionality.

TEC-11243 - New property 'style.list.as.cluster ' added to IEG

A new configuration property has been added to IEG which allows for an alternative styling to be applied to the various supported lists. This property exists in the 'ieg-config.properties" file delivered as part of the IEG component. The name of this property is "style.list.as.cluster" and the default value is 'false' which ensures that IEG lists continue to be styled as previously.

If set to true, the various lists that may be specified in an IEG script will be styled in a cluster-like fashion. This will have an effect on the list header (the background color and the placement of any add links specified will be akin to those of a cluster style i.e., on the right hand side of the list header). It will also affect the styling of the list body whereby the column header row will contain a different background color than previously and the rows containing the data will be styled differently.

The lists in IEG that may be affected by this property include the following:

  • Lists specified on non summary pages
  • Lists specified on summary pages
  • Nested Lists
  • Relationship Summary Lists

In conjunction with this new property, two further properties have been introduced. These are 'list.title.color' and 'list.title.border.color' which can be used to change the color of the list title and the color of the list title border when a list is being styled as a cluster.

GUM-2219 - Enhancements to support further customization of application submission

New events have been added for application submission processing. An events interface curam.workspaceservices.applicationprocessing.impl.SubmitApplicationEvents has been added to allow customers to use or edit the contents of the datastore before and after an application is submitted and recorded. Please see the javadoc for the SubmitApplicationEvents API for more details.

New APIs have been added to support customization of the application submission confirmation message that is displayed to a client when they submit an online application in Universal Access. This allows custom processing to be invoked when an application is submitted, and a specific message can be generated for each application and/or client.

The interfaces in question are:

  • curam.citizenworkspace.applicationprocessing.impl.SubmissionConfirmationMessage
  • curam.citizenworkspace.applicationprocessing.impl.ConfirmationMessageComposer

CCC-2311 - Enhancements to Cúram Child Care

INTRODUCTION

A number of enhancements to user interface and usability have been implemented in Cúram Child Care. The user interface has been revamped and a new look and feel has been provided. A number of new features have been introduced to enable easy navigation (tabs), to highlight business critical information (context panels, pods) and efficient management of processes (wizards). All these features are available in CCC and wherever required CCC specific enhancements have been made. The following sections describe these changes.

USER HOMEPAGES

User homepages have been significantly enhanced. The new homepage contains a number of configurable pods which contain summary information specific to the application and user role.

WIZARDS

Wizards have been introduced for processes that require two or more steps to be completed. The following are the processes that have been converted to wizards in the Cúram Child Care release.

  • Register Person and Create Case - Takes the user through a series of steps which are required to register a person and create a child care case for that person.
  • Create Case for Prospect Person - Takes the user through a series of steps which are required to select a prospect person and create a case.
  • New Placement Request - Takes the user through a series of steps which are required to create a new placement request.
  • Participant Registration - Takes the user through a series of steps which are required to register a new participant e.g. person, employer etc.
  • New Evidence - Takes the user through a series of steps which are required to create new evidence from the evidence dashboard on a case.

CASES

The following changes have been made to case processing.

Case Search

The Case search functionality is improved to provide more flexible search criteria. A more user friendly search result is also displayed.

An integrated case can now be searched for by case status. For example, users may now search all rejected and withdrawn cases. A new configuration setting is now available to enable case search on text based parameters such as client name and employer name.

Case Status

When inactivating, rejecting, withdrawing, closing, reopening, suspending or un-suspending a case, a case note is no longer created. Instead, the information is recorded and displayed as a comment on the case status. When a case is closed, a new cluster is now displayed on the relevant case homepage (in addition to the case status history) which displays the status, comments, and user details.

The case status history has been enhanced to additionally display user name, date/time of the status change, reason for closure, and comments.

PARTICIPANT

The following changes have been made to participant functionality:

Register Participants

Previously participant roles could only be associated during the registration process. This process has been changed so that users can create other participant roles from the Roles page for each participant type. For example, when registering a new person the user has information that indicates the client is already registered on the system as an employer. After performing a participant search it is confirmed that the client is already registered as an employer. The user then opens the employer homepage and registers the client as a person via the Roles page. Once the person record is registered the employer and person roles lists display both roles the client plays - i.e., employer and person.

Also an option to associate already registered participants is available. For example, a user has registered a person and an employer and later realizes the need to associate these. The user can open the employer home page and then associate the person using the New Role button on the Roles page.

Person Search during Case Creation

In previous versions, when a user selected to create a case they were presented with the following options:

  • Create an integrated case for a registered person
  • Create an integrated case for a non-registered person

The registered person/non-registered person selection processes both presented the user with a person search page. Selecting a non-registered person allowed the user to search for and register a new person during the case creation process. This process has been now altered to allow the user to first search for person and then, based upon the search results, either choose to select an existing person or register a new person and create the case.

Person Search

Previously there were three different person searches available in the application: person search, prospect person search, and person and prospect person search.

These searches have been enhanced and combined into a single person search. The person search now returns persons, prospects which have not yet been registered as persons, and registered persons. An icon is displayed next to

prospects to differentiate them from persons.

Where a user searches for a person using a name other than the registered name the system returns the match on the name entered in the search, but also indicates that the name is not the registered name.

Employer Search

Similar to the person search the employer search has been enhanced to combine employer, prospect employer, and employer/prospect employer searches into a single employer search.

The search criteria have also been improved to provide more flexibility. The user is now be able to search on alternate name and/or unit name in addition to the registered and/or trading name. A more user friendly search result is also displayed.

Where a user searches for an employer using a type other than the registered name, the system returns the match on the name entered in the search, but also indicates that the name is not the registered name.

GENERIC SEARCH ENHANCEMENTS

The following enhancements have been made across all participant search types:

  • Searches can now be conducted on both address lines i.e. Address Line 1 and 2
  • Address information displayed in search results are displayed in full, i.e., all lines of the address;
  • Field layout and labels are more intuitive.

SERVICE PLAN CREATION

Service plan creation has been changed to be a single step process. Previously the user had to select the participants and then select a template if creating a plan based on a template. Now this process has been changed to fit on a single modal page on which the participants as well as a template can be selected.

CCC-2366 - Service Plan Approval Changes

Previously, a service plan item had submissions and approval phases. These two phases have now been merged, i.e., on submitting the plan item for approval, the plan item is now automatically approved. Also previously, a Service Authorization Line Item (SALI) was created while approving the service plan item, but now the service plan item goes through the workflow process and at the end of the workflow process, an event handler is invoked which creates the SALI.
