Fixes for the following APARs are contained in this PTF:

PM60861 FIN WBIFN AUTHORIZATION ERROR DNFL9430E WHEN MESSAGE CONTAINS
MESSAGE DIGEST AND AUTHORIZATION IS NOT REQUIRED.
Formerly, when a message was received, that did not need
authentication/authorization (e.g. MT300) but included a
message digest (wrong message construction at the counterpart),
WebShpere BI for FN tried to find a RM authorization for the
transfer. If this RM authorization was not found, error
message DNFH9430E with reason code NOTFOUND was indicated
in MQRFH2.
Now, the existence of a digest does not lead to an RM authorization
check, if the message does not need authentication. Existing
digests are validated, even if they are not required by
authentication needs.

PM60896 FIN MT940 MESSAGES SIZE LIMIT IS NOT CHECKED OF EXACT MAXLENGTH
Formerly, when a FIN message was sent via the SIPN FIN service,
that had EXACTLY the number of characters, that matches the
allowed max length for the message type, i.e. either 2.000 or
10.000 chars, the message was rejected and returned to the
sending FIN application with error message DNFH3752E.
Now, the size limit is checked correctly.
