After installing TWS we see that the default permissions for

The is by design.
Answer
The permissions are assigned in that way because both root and other users (TWS user for example) need to execute the scripts for certain activities (some examples are in the Planning and Installation Guide),
If you change the permissions then it can cause the failure of some scripts.
