Question
Even if the location have not been changed in the ..\configuration\xqe.config.xml file no files are created !
Cause
The root cause is a changing in the file ..\configuration\xqe.diagnosticlogging.xml
The diagnostics is disable (diagnostics enabled="false") !
Answer
Replace the line:
<diagnostics enabled="false" appender="file" level="warn" ...
By
<diagnostics enabled="true" appender="file" level="warn" ...
