z/OS Unicode Services Conversion Information Service failures in Rational Development and Test Environment for System z after December 15, 2015

Troubleshooting


Problem

IBM has issued a Red Alert titled: z/OS Unicode Services Conversion Information Service fails after December 15, 2015. This Alert describes a problem with z/OS Unicode Services Conversion Information Service that will cause it to fail after December 15, 2015. This problem causes the Unicode Services conversion information service on all z/OS releases starting with z/OS 1.10 to return an incorrect return code on systems IPLed on or after December 15, 2015. This failure will affect many system services and applications such as (but not limited to) Telnet, System Automation, BCPii, ICONV sample job EDCICONV, FTP / SFTP, and Java / WebSphere. The full text of the Red Alert can be found at the following URL: https://www14.software.ibm.com/webapp/set2/sas/f/redAlerts/20150930.html This technote gives guidance on installing the fix that addresses this Red Alert to any ADCD z/OS distribution shipped with Rational Development and Test Environment for System z. This would include the release specific PTFs for APAR OA48941 that must be applied to Rational Development and Test Environment for System z ADCD z/OS distributions 1.13 and 2.1, and the release specific PTF for APAR OA48989 that must be applied to Rational Development and Test Environment for System z ADCD z/OS distribution 1.12. The fix has not been tested with any other z/OS distributions and is provided under the same terms and conditions as the Supporting Programs updated. The provision of this fix does not convey additional rights for support. All ADCD z/OS distributions shipped with releases 8.5, 9.0, and 9.1 Rational Development and Test Environment for System z should have this fix applied. If you are not using an ADCD z/OS distribution that shipped with Rational Development and Test Environment for System z, follow your normal support methods for z/OS in order to obtain a fix for APAR OA48941 and APAR OA48989.

Symptom

Telnet fails with message EZZ6023I, similar to the following:
     EZZ6023I TN3270 CODEPAGE CONVERSION FROM ISO8859-1 TO IBM-1047 FAILED:
     START ERROR

FTP fails with EZYFT30E No conversion available, similar to the following: 

     BPXF024I (FTPD) Dec 17 21:02:44 ftpd 65565 : EZYFT30E No conversion 065
     available between SBDATACONN parameters: 'IBM-1047' and 'IBM-850'.  
 
System Automation fails with message GEO252E
BCPii fails with message HWI008I
Sample ICONV job EDCICONV fails with message EDC4182

Resolving The Problem

The interim fix for each version of Rational Development and Test Environment for System z as well as installation instructions can be found on Fix Central at the following URL:

While FTP conversion capabilities may be limited after 12/15/2015, FTP should work sufficiently to transfer the binary images of the PTFs and the JCL to the z/OS distribution(s) requiring the fix. A cold start IPL (specifying CLPA) must be performed immediately after the fix is applied to remediate the problems.

If you are installing a new version of Rational Development and Test Environment for System z with a shipped ADCD z/OS distribution after 12/15/2015, the Rational Development and Test Environment for System z Version 9.1.0 & Version 9.0.0 Installation and Sample Configuration Guide describes an installation process. This fix should be applied after the first cold start ipl of the z/OS system, “Starting the Rational Development and Test Environment for System z.”

Since there are not any customization changes made to the z/OS system yet, you should first FTP the fix to the Linux system where the Rational Development and Test Environment for System z instance is installed. You can then FTP from the Linux system to the tunnel OSA IP address of the ADCD z/OS distribution to transfer the fix and JCL to the z/OS system. After the fix is applied, another cold start IPL (specifying CLPA) must be performed immediately to remediate the problems. Then any z/OS customizations may be performed.
