Cause

Diagnosing The Problem
The prereqSAM output and log file reveal that the problem is a missing OS prerequisite.
Resolving The Problem
Install the missing prereq, in this case "glibc-locale-32bit (s390)" and the lsb_release command will be available afterwards.
