IBM Cognos Mobile for Android consistently negotiates TLSv1.0 when TLSv1.2 is supported both on the client and the server.

DESCRIPTION The android application, IBM Cognos Mobile for Android negotiates TLSv1.0 even though the SSL server requests TLSv1.2, and the version of android on the client support v1.2. As a rule, SSL clients should negotiate to the highest version supported on both the client and the server. In this case, however, this is not happening. This version of TLS has a number of knows attacks against it including, BEAST attack and MITM attacks.
