Problem
Upgrading to Tivoli Storage Manager server v7.1 may fail due to DB2 license verification. The installation wizard will report the following error: db2chkupgrade failed for database TSMDB1 on instance SERVER1 and the installation wizard exits without upgrading.
Cause
In the db2diag.log the following message can be found:
ADM12008C The product "DB2 Connect Server" does not have a
valid license key installed and the evaluation period has expired.
Functions specific to this product are not enabled. If you
have licensed this product, please ensure the license key is
properly installed. You can install the license via using License
Center or db2licm command line utility. The license file can be obtained
from your licensed product CD.
and
DB2CKUPGRADE: End: db2ckupgrade main with rc = 3
It may be possible that the installation fails on upgrading the DB2 portion because the Tivoli Storage Manager server service and DB2 TSMDB1 service are configured to start with two different users.
With this configuration the installation wizard will try to access and upgrade the DB2 with the user that starts the Tivoli Storage Manager server service but since this user may not have the correct permissions the access and upgrade the DB and it will fail with the error reported in the wizard interface.

TivolI Storage Manager v7.1 on all supported platforms
Resolving The Problem
If the two services are configured to run with different users, the configuration is not correct and it needs to be corrected before to proceed to the upgrade,
The problem can be resolved setting the same user for starting the Tivoli Storage Manager Service and DB2 TSMDB1 service.
When changing the user for the DB2 service it is needed to grant the correct permissions for accessing the DB.
It is needed to follow the following technote: DCF #1427232 "ANR0298S Authority is insufficient to access the database" (URL see link below)
After having successfully configured the user the upgrade can be started.
