Accessing dashboards in JTS, RTC and RQM results in error "can't be created because the server is in read-only mode"

Problem

Attempts to access dashboards in IBM Rational Jazz Team Server (JTS) , IBM Rational Team Concert (RTC) and IBM Rational Quality Manager (RQM), result in error "The dashboard can't be created because the server is in read-only mode ... refresh the page to see the dashboard ".

Symptom

The full error message is as follows:

The dashboard can't be created because the server is in read-only mode. After the server exits read-only mode, refresh the page to see the dashboard.

Cause

This may occur if the database has been restored from backup.

Resolving The Problem

If the documented backup procedure was followed then restore a backup of the indices which was created using the instructions in the Information Center page: Backing up and restoring Rational solution for Collaborative Lifecycle Management applications.

Note: If you did not create an index backup, then you will need to rebuild them using the instructions in the Information Center page: Repository tools command to rebuild database indexes.



If the command "repotools -rebuildIndices" does not fix the problem (for example if it occurs when restore database is from backup, so the error is caused by the inconsistencies between DB and index) the command "repotools -reindex" could be used instead.
