When trying to start the IBM Cognos service you receive the error:
CFG-ERR-0106 Cognos Configuration received no response from the Cognos 8 service in the allotted time. Check that Cognos 8 service is available and properly configured.
Windows Server 2008 or higher and IBM Cognos 10
Resolving the problem
Possible solutions for this issue:
1 - Make sure that when the product was installed and when you open IBM Cognos Configuration that you right-click and select 'run as administrator'. If the server is setup with a high level of security, not doing this will result in the error above.
2 - If the IBM Cognos service is available in the Windows Services window, make sure that the user being used to start the service has the correct login information and is a local admin on the machine with full control on the install directory.
3 - Check to see if FIPS disk encryption is enabled, if so, it will need to be disabled.
4 - Check to see if DEP is enabled for all services, if it is, you will need to change it to only essential Windows services.
5 - If you have an anti-virus scanner enabled (Symantec, McAfee, etc.) on the machine, make sure there is an exception set for the entire IBM Cognos install directory.
