Problem
The DE runtime throws a "SQL data change is not permitted for a read-only connection, user or database while trying to install Deployment engine" error.

Diagnosing The Problem
Customer installing product using DE in user login user1 but DE commands were run before on the same machine using different user login user2, which creates db.lck file at
<DE_Installlocation>/repos/IURegistryDB with file owner as user2 or <DE_Installlocation>/repos/derby.log with file owner as user2.
Due to owner of the files db.lck and derby.log is different user, derby throws "SQL data change is not permitted for a read-only connection, user or database" error.
Resolving The Problem
Change the ownership of the derby.log file in <DE_Installlocation>/repos directory and db.lck file in <DE_Installlocation>/repos/IURegistryDB to user1 and continue the installation
