Troubleshooting
Problem
I.T. administrator is configuring their Cognos server. As part of this, they need to modify the contents of "web.config" inside the 'cgi-bin' folder. However, when they open the folder, no such file exists.
Symptom
Missing file: <installation_folder>\...\cgi-bin\web.config
Consequences:
Since this file cannot be modified, customer may be suffering from issues like the following errors:
- HTTP Error 404.3 - Not Found...
- PF-SRV-6116 Unable to process the document...
- Do you want to save this file...

Cause
Application server's webserver (IIS) is configured to not utilise web.config files.
- Instead, it has been configured to use the following configuration file: C:\Windows\System32\inetsrv\config\applicationHost.config
This configuration is less likely (than using web.config files) but it does occur.

Resolving The Problem
Modify the following file instead:
C:\Windows\System32\inetsrv\config\applicationHost.config
