This technote provides a solution for logon failed error from IBM Rational® Reporting for Development Intelligence (RRDI) when running custom reports with IBM Rational Quality Manager (RQM)

Database client was not installed on the RRDI server.
Diagnosing the problem
Check if you have "Microsoft SQL Server Native Client for Microsoft SQL Server" installed on the RRDI server. You can follow the information from Microsoft to download and install a copy:
Resolving the problem
Install the 32-bit database client library on the RRDI server. You must install the 64-bit version which also installs the 32-bit version if you are running on 64-bit RRDI installation. Visit the Information Center page below for more information:
