Received CECZ0763E starting IMS.

Question

The IMS control region received CECZ0763E EZASMI FUNC=CONNECT failed with TCP error code=0x0000003D It sounds like IMS can not open a port even though there is no restriction to access a port on the system. What could be the problem?

Answer

If IMS DB/CTL region is started BEFORE the Classic CDC task, the following messages occur:
CECZ0751I Subsystem start notification issued for IMA1
CECZ0763Y EZASMI FUNCCONNECT x failed with TCP error code=00000003D

This is normal behavior. The connection attempt will fail if the server is not running.
If IMS DB/CTL region is started AFTER the Classic CDC task BUT WITHOUT ANY ACTIVE SUBSCRIPTION, the following messages occur:
CECZ0751I Subsystem start notification issued for IMA1
CECZ0763Y EZASMI FUNCCONNECT x failed with TCP error code=00000003D

This is normal behavior. LRI does not open the tcp/ip channel until a stream is activated. The port will be active when a primary change stream exists. The primary change stream will only be created when there is an active subscription. Since there is no active subscription, the TCPIP connection will fail.

Please check to see if that is the situation. If not, APAR PM57674 was introduced for cases in which this message was erroneously being reported.
So confirm IMS DB/CTL region is started AFTER the Classic task and with an active subscription. If this is the case, then please review APAR PM57674
