Modification for the required status is disallowed at the required level but action through application console is allowing this modification.
Issue is from Application Console.
Resolving the problem
1. Create a new user and assign a System1 Group created from System with the following modifications under the System1.
2. Disallow the "Override Modification Rules" flag under the System1 Group.
"Override Modification Rules" flag can be found under Cross Application- "Permissions"-> Resource Hierarchy ->Applications ->Application Console ->Override Default Functionality Resources.
3. Login in to the application console through the newly created user. Now, try to perform the action to which the permission is not allowed and the check the behavior (it would not be performed after this configuration setup).
