Question

Why can't a bidirectional ObjectServer gateway start when either ObjectServer is down?

Answer

For a bidirectional ObjectServer gateway to start, both the source and destination ObjectServers must be up. Even if one of the ObjectServer is down, the bidirectional gateway will not be able to start. This is the gateway design.

However, when the ObjectServers and gateway are running, the ObjectServer can be stopped without stopping the gateway.
