Question

What controls the Network Location Enabled in the TEM console for iOS devices?

Answer

The "Network Location Enabled" property in our system for iOS uses the relevance:

((exists gps) AND (allowed of gps))

This means that the device is capable of GPS (which is basically all the iOS devices) and that the user has allowed the IBM Mobile Client to track location (which includes enabling it in the app AND selecting "Allow" when prompted by the device to allow location services for IBM Mobile Client).
