Problem
After upgrading to IBM Rational ClearQuest (CQ) Version 7.1.2.9 or later on certain locales, including Japanese, Korean, Chinese, and Swedish, users might see error messages such as "Unparsable date" when viewing or working with date and time fields. Other users might notice a time difference of one hour for certain date and time fields after applying one of the previously mentioned patches.
Symptom

Cause
This has been identified as a product defect APAR PM83254, however, to address the issue you must follow the procedure below, or upgrade to CQ version 8 or higher.
The correct ICU library, which is responsible for calculating date and time offsets, is not loaded in the Change Management (CM) Server web application. Instead, an embedded version of the ICU library, which is included with IBM WebSphere Application Server, is loaded and this version is outdated.
Resolving The Problem

Upgrading to CQ version 8 will address this issue. Alternatively you can:
- Locate the
icu4j-4_2_1.jar
file. By default, this.jar
file is in the following directory:
C:\Program Files (x86)\IBM\RationalSDLC\common\CM\profiles\cmprofile\installedApps\dfltCell\TeamEAR.ear\cqweb.war\WEB-INF\lib\icu4j-4_2_1.jar
- Copy the file into the WebSphere Application Server directory
. Following is the default location of the directory:
jre\lib\ext
C:\Program Files (x86)\IBM\RationalSDLC\common\eWAS\java\jre\lib\ext
